The Deputy Chief of Party (DCOP) is responsible for overseeing the day-to-day management and implementation of the USAID Integrated HIV/AIDS Community Care Program under the supervision of the Chief of Party. S/he takes the lead in managing the operational functions of the CHF HIV/AIDS Program in Haiti.

Program Overview:

The Integrated HIV/AIDS Community Care program is designed to strengthen, expand, and coordinate NGO community-based HIV/AIDS services, integrating child health, reproductive health (maternal, family planning), tuberculosis detection and treatment, and other social sector assistance to improve the quality of livelihoods of vulnerable Haitian families. The program is a multi-year, $125 million USAID-funded program managed from Port au Prince, with reach throughout the Republic of Haiti.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Assists the Chief of Party (COP) with the design of umbrella strategies encompassing CHF-led and partner organization activities.
- Ensures achievement of all program deliverables by CHF and partner organizations.
- Ensures development and timely implementation of CHF livelihoods strategy and work plans.
- Work closely with partner organizations to establish performance indicators and to develop detailed work plans and budgets in a timely manner.
- Responsible for timely drafting and submission of overall annual program work plans.
- Responsible for timely drafting of all donor programmatic reporting and submission to COP for review.
- Responsible for management of partner organization performance.
- Work closely with Knowledge / M&E / QA Manager and partner organizations to establish deliverables standards.
- Work closely with Knowledge Management / M&E / QA Manager to establish early warning system that will ensure timely meeting of all program deliverables.
- Serve as primary liaison for partner organizations in all matters related to their deliverables.
- Apprise COP of any performance or compliance issues with partner organizations in a timely manner.
- Provide programmatic and technical oversight to partners and implementing organizations.
- Act on behalf of COP in his / her absence.
- Serve as key member of M&E team to analyze and document program results and impact.
- Supervise directly or indirectly all CHF programmatic, human resource, and field staff.

QUALIFICATIONS:
- 5 or more years experience managing or implementing large, complex USAID-funded programs
- Strong knowledge of US Government regulations and reporting.
- Technical expertise and oversight or service provision experience in HIV/AIDS, public health, TB, family planning, maternal and child health.
- Strong knowledge of M&E systems for complex HIV/AIDS and health care programs; good working knowledge of UNAIDS data collection and reporting desirable.
- Excellent interpersonal skills.
- Able to lead multi-cultural team.
- Experience living / working in high threat environment and developing country.
- Experience in Haiti desirable.

WORKING CONDITIONS:
- Willingness to travel for extended periods of time in difficult, sometimes harsh and unstable environments.
- Willing to work in less than optimal office conditions with challenging communication and IT and other limitations.
- Willing to live in a politically sensitive and unstable environment.

EDUCATION:
- Advanced degree in public health, health care management, health economics, or similar.

LANGUAGE SKILLS:
- English fluency, written and oral.
- French fluency, written and oral.
- Able to read and interpret documents and communicate with others as necessary to perform job duties effectively.
