The Operations Manager has overall responsibility for SCMS Project management, monitoring project progress against benchmarks, organizing monthly staff meetings, and supervising all project support functions. The Operations Manager is responsible for ensuring that the project functions efficiently in all financial and administrative matters, directly supervising administrative staff and providing oversight to all subcontract management issues. Additionally, he or she collaborates with the Lead Resident Advisor in assuring that all technical activities under the Project are implemented in a timely and effective manner and in compliance with the terms of the Project contract.

OVERALL RESPONSIBILITIES:
The Operations Manager contributes technical assistance to the institutional capacity building and performance improvement activities of the collaborating organizations and sub-recipients.
SPECIFIC RESPONSIBILITIES:
1. In collaboration with the MSH Field Operations Support Office, establish an organizational/management structure for the project office, complete with financial and administrative procedures and management and communication/information systems.
2. Serve as primary liaison to MSH Accounting Unit and other MSH Haiti project management staff (HS 2007 and following projects) to address any SCMS-specific Accounting issues.
3. Take overall responsibility for identification and refurbishment of office space both at the central office and the warehouse, negotiate leases, procure networking and office equipment, furniture, vehicles and all other inputs required for a fully-functional set-up.
4. Responsibility for the recruitment, selection and training of additional staff, collaborating with the Lead Resident Advisor and the MSH Human Resources Management Office in regard to development of job descriptions, posting of new positions and hiring process following established MSH practices and procedures. Coordinate with the MSH Haiti Finance and Operations Office and other staff as necessary.
5. Continually explore opportunities for cost-cutting, cost-sharing and rational use of the project’s resources.
6. Establish and maintain all SCMS information systems required to verify project accomplishments, work in progress and use of project resources and supplies.
7. Establish procedures to continually monitor, reassess, and modify budgets and activities. Implement these procedures to assure that implementation is having the desired outputs. Review monthly financial reports provided by MSH Haiti Accounting team for accuracy.
8. Prepare monthly budgets and submit for field office funding requests.
9. Keep current the office procedures manuals. Ensure the SCMS Haiti team has current copies of SCMS Standard Operating Procedures (SOPs) and the implementation SCMS standard policies and procedures.
10. Ensure compliance with USAID regulations and Haitian legal requirements.
11. Organize training programs for financial and administrative SCMS staff to ensure that they are using common financial reporting and tracking systems and proper financial record keeping procedures.
12. Participate in Project activity planning.
13. Collaborate with Lead Resident Advisor in managing and monitoring progress of project activities and assuring that performance goals are met.
14. Provide input and oversight to project elements related to health management systems.
15. Provide technical assistance in financial management and business skills to collaborating partners as identified.
16. Maintain constant communication with MSH Center for Pharmaceutical Management (CPM) office in Arlington and its SCMS team as well as with the SCMS Project Management Office (PMO) teams in Arlington.
18. Perform other duties as assigned.
QUALIFICATIONS
1. Degree in Business Administration., or combination in equivalent relevant degree, and experience are required.
2. Significant financial and management experience in public and private sectors.
3. Experience with USAID regulations and procedures.
4. Experience working in developing countries. Work experience in Haiti a plus.
5. Basic knowledge and experience in human resource management. Ability to work independently and as part of a team and to take initiative.
6. Demonstrated competence in assessing priorities and manage a variety of activities in a time-sensitive environment and ability to meet deadlines with attention to detail and quality.
7. Excellent interpersonal and communication skills with the ability to work effectively with staff from other projects.
8. Demonstrated intermediate computer skills in Microsoft Office Suite and Web-based applications including Word and PowerPoint; intermediate to advanced skills using database and spreadsheet applications such Excel.
9. French language skills required; proficient in English with ability to conduct business in both languages preferred.
