Chief of Party - Collaborative Development Initiative Mercy Corps Job Description Reference: 185284-927 PROGRAM/DEPARTMENT SUMMARY: Mercy Corps has formed a dynamic partnership with national partners to implement the Collaborative Development Initiative (CDI) that enables citizens and leaders in Kyrgyzstan to effectively address and peacefully manage conflict and tension through a focus on community-based economic development.

The program began in 2005 and continues until September 2009. The fundamental premise of CDI is that participatory local economic development provides a genuine incentive for collaboration between communities that might otherwise have a historically provocative or antagonistic relationship. The program also focuses on providing youth, who may be more prone to conflict, with broader economic opportunities.

GENERAL POSITION SUMMARY:

The Chief of Party is a senior management position with Mercy Corps in Kyrgyzstan with supervisory and managerial responsibility for Mercy Corps' Collaborative Development Initiative (CDI). The Chief of Party provides the vision and leadership in project administration and monitors overall project performance. The Chief of Party maximizes budget resources and personnel development and remains flexible in a continually changing environment. The Chief of Party ensures that the interventions proposed in the project are planned and executed with quality, accountability, and measurable impact.

ESSENTIAL JOB FUNCTIONS:

Oversee the effective implementation of Mercy Corps' objectives as they relate to CDI through the development, implementation, review, presentation and management of strategic plans, programs and projects by personal application and delegation of responsibility.

Provide direction and support to staff overseeing project components to ensure effective implementation.

Collaborate with representatives of partner organizations in microfinance to ensure quality implementation.

Maintain effective and positive internal communication with Mercy Corps offices and staff, and external contacts with USAID, other donors, US and other embassy officials, Central Asian Region (CAR)-based relief and development organizations, national and local government officials, international NGOs, vendors, media and general public.

Establish and maintain effective project reporting, monitoring, evaluation, and communication systems.

Collaborate and provide direction and support to other Mercy Corps Central Asian programs as necessary.

Establish leadership and personal credibility and implement and maintain clearly understood chain of authority and accountability.

Ensure the professional development of national staff to enhance capacity and retention as Mercy Corps employees.

Collaborate with the finance and program support departments for material and equipment acquisition, disposition, and management in compliance with internal and donor requirements.

Submit timely, accurate and professional program reports, CDI workplans, and other data requested by USAID within the terms of the CDI cooperative agreement and USAID regulations. Contribute to Mercy Corps quarterly reports, annual plans, and mid-year program reviews.

Manage budgets within approved spending levels and establish an annual cash flow plan broken down by month to ensure a steady and adequate supply of funds for project activity. Ensure accurate and timely financial reports.

Exercise sound judgment to ensure project expenses are reasonable, allocable, prudent and in compliance with Mercy Corps and USAID regulations.

Other duties as assigned.

SUPERVISORY RESPONSIBILITY: CDI team

ACCOUNTABILITY:

REPORTS DIRECTLY TO: Country Director, Mercy Corps Kyrgyzstan

WORKS DIRECTLY WITH: Mercy Corps Kyrgyzstan team, HQ program operations, finance, administration, human resources, technical support and resource development teams.

KNOWLEDGE AND EXPERIENCE:

MA or equivalent in economic development or related social sciences and 5 to 7 years of field experience in international development programs.

At least three years of practical experience in community-based economic development programming, such as agricultural development value chains.

At least three years of practical experience in community-based programming, local government capacity building, NGO sub-grant management as well as proven skills in financial management.

Three or more years of senior-level leadership and field management experience.

An understanding of the underlying causes of conflict, and an ability to recognize and monitor conflict.

Prior experience implementing grants from USAID and/or other major donor agencies.

Demonstrated ability to function as a social entrepreneur and proven success with building, managing and leading a team of professionals and the ability to function as a team player among peers.

Successful and proven negotiation, communication, organization, and prioritization skills and experience.

Experience in Central Asia and/or other parts of the Former Soviet Union, with a demonstrated sensitivity with people and issues of the region.

The ability and desire to grow individually and professionally.

Russian or other regional language skills preferred.
