Job Opportunity with Relief International (www.ri.org ) JOB TITLE: Technical Advisor, Iraq Legal Assistance Center Network program LOCATION: Sulaymaniyah, Iraq (with possible travel to International Zone in Baghdad) DURATION: 9 months with possibility

BACKGROUND:

The goal of the Iraqi Legal Assistance Center Network program is to advance the rule of law and the protection of human and civil rights throughout Iraq by fortifying them at the local level. The seven legal aid centers opened by Relief International and local partners throughout Iraq will be a resource for Iraqis whose human and civil rights have in some way been violated. Through free legal assistance and outreach activities, the program will: (1) increase Iraqi citizens' access to justice; (2) educate citizens about their human and civil rights; (3) identify and analyze emerging trends related to beneficiary needs, rights, and the rule of law, and (4) support NGOs and the Iraqi government in efforts to promote rights and the rule of law.

DUTIES AND RESPONSIBILITIES:

1. Support the Program Director by proving technical expertise in the area of clinical legal aid, human rights, and the rule of law.
2. Work with senior program management to establish seven legal aid centers throughout Iraq; provide technical support in the institutional development of existing or new legal organizations.
3. Develop a train-the-trainer curriculum and materials; organize and facilitate train-the-trainer workshops.
4. Work closely with senior program management in the coordination of educational and outreach campaigns.
5. Work with senior program management to create implementation plans, annual work plans, reports, and other program materials.
6. In consultation with the Program Director and local IT staff, design and create a case management tracking database.
7. Develop a monitoring and evaluation plan and oversee its roll-out.
8. Serve as a liaison to Iraq-based US government representatives, university representatives, and other regional stakeholders.
9. Coordinate with other State Department implementing partners and other RI programs
10. Other duties as assigned.

Requirements:

1. Five or more years of experience working on international legal aid projects.
2. Experience setting up and/or operating legal aid clinics.
3. Experience developing curricula and facilitating trainings.
4. Experience in organizational development initiatives and organizing educational/outreach campaigns.
5. An advanced degree in international development, political science, law, or a related field.
6. Experience working on State Department funded programs preferred
7. Proven ability to work in a multicultural setting, experience in (post-)conflict zones preferred.
8. Previous experience working in the Middle East, particularly Iraq, preferred
9. Excellent communication skills. Native or near-native fluency in both written and spoken English is required. The ability to operate in Arabic is plus.
