Job Description

The IRC currently seeks a Legal Coordinator to work with its Sudan program, to be based in Khartoum with travel to the Darfur region. The assignment would require the Legal Coordinator to be in Sudan for an initial period of 4 weeks, with the possibility of a second visit to Sudan for an additional 4 week period.

BACKGROUND

IRC has been working in Sudan since 1981 with projects implemented from Khartoum. IRC currently employs 650 national staff and approximately 1000 volunteer/incentive workers across Khartoum, NE programme and Darfur. IRC is in the process of changing its programming methodology and consequently its overall human resource needs and its staffing structure.
To assist IRC develop a country-wide strategy for handling incentive/volunteer workers in Sudan, IRC is seeking a qualified attorney (ideally with labor experience) to analyze IRC’s use of volunteer/incentive workers in Sudan and to make recommendations to IRC’s Legal Unit-NY on a country-wide strategy for handling consistently (1) the future reductions of volunteer/incentive workers and (2) the claims made by incentive workers against IRC.

Key Objectives

- Review IRC’s documentation on incentive workers, including current court cases brought by incentive workers against the IRC;
- Meet with IRC's legal counsel (or other competent counsel) in Khartoum for their opinion on how IRC should handle court cases filed by incentive workers as well as a country-wide strategy for handling future reductions of volunteer/incentive workers to mitigate liability and likelihood of successful claims brought against IRC.
- Travel permit permitting, meet with legal representatives in El Fasher and Nyala and Darfur to discuss current and potential incentive cases;
- Meet with other INGOs to discuss their use of incentive workers and to understand how they are handling incentive/volunteer worker issues in order to mitigate liability;
- Brief IRC’s Legal Unit-NY and Sudan Senior Team on findings;
- Write up recommendations for IRC’s Legal Unit-NY on:
the best way for IRC Sudan to work with volunteer/incentive workers in the future, especially exploring the legal viability of community committees;
country-wide strategy to handle consistently the future reductions of volunteer/incentive workers to minimize liability and likelihood of successful claims against IRC; and
country-wide strategy to handle consistently the ongoing claims and future claims that are brought by incentive workers.

REQUIREMENTS

- Law degree preferably in labor law;
- Previous experience dealing with issues in an overseas environments with the UN and/or INGOs;
- HR qualifications or experience an advantage;
- Ability to work both independently and as a team member;
- Ability to work well under pressure and in an unstructured environment;
- Must demonstrate flexibility, and ability to readily adapt to changing requirements and environments;
- Excellent English oral and written skills a must;
- Arabic skills a plus; and
- Must have cultural sensitivity and the ability to work in a multi-cultural team.
