Background: The Human Rights Program (HRP) at Harvard Law School has a stated commitment to fostering critical as well as applied scholarship on National Human Rights Institutions (NHRIs). HRP launched an inaugural conference in June 2007 and followed up with a conference in May 2008. These conferences have focused on, among other things, potential linkages between universities and NHRIs – including both academic research and opportunities for clinical projects. Typically background papers were prepared by HRP with Harvard Law School students, or by the NHRI participants, on selected topics (such as the role of NHRIs and national security; standards for monitoring NHRIs; and an assessment of scholarship on NHRIs). In July 2006, at the request of the African Union, the President of Senegal, where Mr. Habré lives in exile, agreed to prosecute Mr. Habré. In January 2007, the Senegalese National Assembly adopted a new law which allows Senegalese courts to prosecute cases of genocide, crimes against humanity, war crimes and torture, even when they are committed outside of Senegal, thus lifting the legal obstacles to Habré’s trial in Senegal.
