POSITION SUMMARY

 


The Program Manager will be a full time employee responsible for the execution, management, and monitoring of Horn Relief’s Alternative Livelihoods & Area Economic Recovery program (ALAER bridge phase) and Pastoral Youth Leadership (PYL) program in Northern Somalia. The Program Manager reports to and works most closely with the Country Program Director based in Bosaso. The Program Manager will, together with the PYL and ALAER teams, develop appropriate project planning and implementation mechanisms, carry out project activities, monitor the programs and assist in developing and implementing fundraising strategies for livelihood and education programming in general, and particular for co-funding for the PYL and ALAER (phase II) programs.

PROGRAM SUMMARY
The Pastoral Youth Leadership (PYL) is a participatory action research-based education program targeting pastoral youth in five villages in Sanaag. It is based on a locally developed curriculum focusing on four major components of Leadership Skills, Natural Resource Management, Human and Animal Health. PYL has been operating successfully since 2000 making a difference to hundreds of PYL graduates and to the communities in which they live. The program uses a Participatory Learning Approach (PLA), and specifically Participatory Action Research. Building on lessons learnt and best practices from previous years, future PYL activities will focus on a) upgrading, documenting, and implementing the PYL curriculum b) promoting pastoral indigenous knowledge on governance, natural resource management, human and animal health through Participatory Action Research and c) building the capacity of community institutions for women and youth, in order to enhance their role in supporting local schools, income-generating projects, and overall community development.

The overall purpose of ALAER program is to improve household livelihood security and spur economic growth by enhancing skills and increasing the asset base of producers, rural organizations and businesses. The bridge phase of ALAER program is consistent with the objectives and priorities of the Oxfam’s post-tsunami rehabilitation and reconstruction program and is intended to consolidate and strengthen the results achieved during phase I of the ALAER program. Also set the ground work for a second phase of the program where Horn Relief intends to provide and strengthen alternative livelihoods to women and men in the target population that are more resilient to man made and natural shocks. And also, Horn Relief intends to develop inbuilt capacity building mechanism which will ensure sustained benefits/gains of the program to the target population.
KEY RESPONSIBILITIES
Oversee management and implementation of Horn Relief’s PYL and ALAER programs, working closely with field staff and community stakeholders in the development of appropriate project planning, implementation and monitoring mechanisms. Specifically:

Program Management
- Coordinate the production of program outputs by assuming overall responsibility for the management and co-ordination of program activities for all projects within this program;
- Manage all program staff, including recruitment, development of work schedules, training plans and appraisals;
- Oversee the quality and timely production of the program work plans, and regular progress and financial reports as required;
- Work collaboratively with staff interns, village education committees and participants to strengthen education program components.
- Develop capacity building mechanisms and implement training for village committees and stakeholders, with the objective of sustainable transfer of project to community.
- Develop a participatory monitoring and evaluation plan including implementation of a baseline survey and strong results driven indicators and means for measurement and monitoring achievements,
- Develop and implement a training plan and manual for all program partners and stakeholders, including staff;
- Ensure that all work is carried out in a manner sensitive to community needs and gender issues. In particular to promote the full and equal participation of women in all aspects of the work and ensure that the program is an opportunity for peace making, rather than community division;
- Represent Horn Relief at appropriate meetings with NGOS, UN, and Government Authorities in Somalia.

Operations and Finance Management
- Monitor expenditure and ensure adherence to budget and donor guidelines in consultation with finance department;
- Supervise the provision of support services to the program; namely finance/admin, human resources, procurement and logistics, etc;
- Ensure that Horn Relief and donor policies and procedures are applied in the areas of human resources, procurement and contracting, logistics, finance and overall administration, etc.;
- Provide guidance on contracting matters;
- Carry out relevant recruitment, procurement and logistics activities;
- Review security arrangements in light of requirements and ensure the efficient implementation of Horn Relief security policies and procedures.

QUALIFICATIONS:
- Degree in Agriculture, rural livelihoods, Rangeland Science, Animal Husbandry or related discipline;
- Minimum of five years experience managing food security/livelihoods related programs, projects, operations and people in an international environment;
- Proven practical experience in agriculture, livestock interventions, and food security assessments;
- A strong understanding of participatory based learning is important;
- Strong participatory monitoring and evaluation skills, including the development of tools for livelihood analysis and action based research;
- A sound understanding of the importance of gender in development, education and food security interventions;
- Willingness to travel regularly to and within Somalia; professional and friendly communication style, with the ability to communicate with international and local stakeholders;
- Ability to manage several tasks simultaneously, be flexible, and be willing to assume a range of unanticipated assignments;
- Efficient, results-based and services oriented, as well as excellent organization skills;
- Demonstrated behavior of professional and personal ethics, transparency and openness;
- Practical experience of project/program implementation in post conflict countries, with knowledge of security guidelines and requirements;
- Strong verbal and written communication skills in English a requirement and basic command of Somali is desirable.
